This article discusses public sector reforms in Argentina, and their consequences for public employment. It includes three recent periods: i) 1989-1995, structural reforms; ii) the so-called second State reform, 1996-1998; and iii) the 1999 first labor collective agreement in public sector. One of the major innovations of the latter has consisted of a new set of flexible labor requirements and the removal of the previous tenure condition. Successful political bargaining and collective negotiations have been led by a new governmental elite (the Chief of Cabinet's office) and by the same public employees' union leaders - but with a reshaped identity.
