  abstract = {{T}his article discusses public sector reforms in {A}rgentina, and their consequences for public employment. {I}t includes three recent periods: i) 1989-1995, structural reforms; ii) the so-called second {S}tate reform, 1996-1998; and iii) the 1999 first labor collective agreement in public sector. {O}ne of the major innovations of the latter has consisted of a new set of flexible labor requirements and the removal of the previous tenure condition. {S}uccessful political bargaining and collective negotiations have been led by a new governmental elite (the {C}hief of {C}abinet's office) and by the same public employees' union leaders - but with a reshaped identity.},
