Public interventions in the fishery sector are characterized by a modernist type ideological model, not able to take into consideration the actual dynamics of the fishery system. The Senegalese semi-industrial hand-line fishery, as a perfect illustration, shows that any technical innovation or improvment of the production system should take into account the economical and social context. In this paper, the historical background of "hand line" project is given, followed by an overall analysis of the fishery to identify and analyse the failures generated by public intervention.
