  abstract = {{P}ublic interventions in the fishery sector are characterized by a modernist type ideological model, not able to take into consideration the actual dynamics of the fishery system. {T}he {S}enegalese semi-industrial hand-line fishery, as a perfect illustration, shows that any technical innovation or improvment of the production system should take into account the economical and social context. {I}n this paper, the historical background of "hand line" project is given, followed by an overall analysis of the fishery to identify and analyse the failures generated by public intervention.
