Scientific research collaborations among unequal partners, including researchers from nations with strong scientific institutions and the Global South, are a controversial instrument of knowledge circulation. Strongly marked by "research for development" policies formulated after the Second World War, they depend on global funding for research, always linked to an explicit or implicit research agenda. Agenda-setting, either in the framework of research for development programmes or science diplomacy schemes, is a complex process involving a large variety of actors with conflicting interests in knowledge production. We argue that researchers from non-hegemonic countries participating in research collaborations, in spite of being in unequal positions, deploy strategies in response to foreign agendas and are playing an active role in the co-construction of proposals that are acceptable by foreign agencies and for their own needs.
