@article{fdi:010088095, title = {{A}nalyzing implementation of public health interventions : a need for rigor, and the challenges of stakeholder involvement}, author = {{R}idde, {V}al{\'e}ry and {C}arillon, {S}{\'e}verine and {D}esgr{\'e}es du {L}oû, {A}nnabel and {S}ombie, {I}.}, editor = {}, language = {{ENG}}, abstract = {{O}bjectives. - {T}his article shows how conceptual models can help to develop and evaluate public health inter-ventions. {I}t also reports on the challenges of getting stakeholders involved. {M}ethod. - {T}he analysis is based on the reflexive approach applied by the authors during their participation in two public health intervention research ({PHIR}) projects, in {F}rance and in {B}urkina {F}aso.{R}esults. - {I}n {P}aris, {PHIR} aimed to enable sub-{S}aharan immigrants to appropriate the existing means of pre-vention and sexual health care and to strengthen their empowerment in view of preserving their health. {E}va-luation was carried out using mixed methods. {T}he intervention process theory is based on {N}inacs' conceptual model of individual empowerment. {T}he {C}onsolidated {F}ramework {F}or {I}mplementation {R}esearch ({CFIR}) was mobilized a posteriori to analyze the process. {PHIR} stemmed from collaboration between a research team and two associations. {T}he different stakeholders were involved in the evaluation process, as were, at certain times, persons in highly precarious situations. {I}n {O}uagadougou, a community-based dengue vector control intervention was deployed to address an essential but neglected need. {A}s regards evaluation, we opted for a holistic, mixed method approach (effectiveness and process). {T}he contents of the intervention were determi-ned based on tacit knowledge, a community preference survey and solid evidence. {T}he theoretical frame-work of the intervention consisted in an eco-biological model of vector control. {T}he implementation analysis combined an internal assessment of implementation fidelity with an external {CFIR} process analysis. {A}ll stake-holders were involved in the evaluation process.{D}iscussion. - {A}nalysis confirmed not only the value of process evaluations in {PHIR}, but also the primordial importance of a rigorous approach. {S}takeholder involvement is a major challenge to be addressed early in the planning of {RISP}s; with this in mind, effective and ethically sound assessment mechanisms need to be drawn up. {I}nterdisciplinary evaluative approaches should be preferred, and the use of justified, relevant, and flexible frameworks is highly recommended.{C}onclusion. - {L}essons learned for those wishing to engage in the process evaluation of a public health inter-vention are hereby presented.}, keywords = {{P}rocess ; {I}mplementation ; {E}valuation ; {T}heory ; {R}eflexivity ; {FRANCE} ; {BURKINA} {FASO}}, booktitle = {}, journal = {{R}evue d'{E}pidemiologie et de {S}ant{\'e} {P}ublique}, volume = {71}, numero = {2}, pages = {101376 [9 p.]}, ISSN = {0398-7620}, year = {2023}, DOI = {10.1016/j.respe.2022.06.001}, URL = {https://www.documentation.ird.fr/hor/fdi:010088095}, }
