First, they will have to reconsider their articulation to security policies that prioritise repression over the resilience of populations hit by the economic sanctions of the anti-terrorist coalition. Choices will also concern the types of possible partnerships with national governments, the private sector, local governments, traditional chiefdoms, and NGOs. Regional planning and agricultural production priorities, preferably socially inclusive, will also have to be established. Yet there is nothing to say that development efforts will have a lasting impact. It is possible that the current situation will continue, or that the combination of choices made could produce a positive, or negative, scenario.
