  abstract = {{D}evelopment operators will have to make choices. {F}irst, they will have to reconsider their articulation to security policies that prioritise repression over the resilience of populations hit by the economic sanctions of the anti-terrorist coalition. {C}hoices will also concern the types of possible partnerships with national governments, the private sector, local governments, traditional chiefdoms, and {NGO}s. {R}egional planning and agricultural production priorities, preferably socially inclusive, will also have to be established. {Y}et there is nothing to say that development efforts will have a lasting impact. {I}t is possible that the current situation will continue, or that the combination of choices made could produce a positive, or negative, scenario. {G}iven the current state of affairs, a status quo appears probable.},
