@incollection{fdi:010086221, title = {{C}limate change adaptation policies in {V}iet {N}am : from national perspective to local practices}, author = {{T}u {A}nh {N}guyen and {H}uong {T}hi {L}an {H}uynh and {T}hinh {Q}uang {D}ang and {P}annier, {E}mmanuel and {T}oan {C}anh {V}u and {T}essier, {O}. and {N}guyen {C}ong {T}hao and {P}han {P}huong {A}nh and {P}han {T}hi {K}im {T}am and {P}huong {T}hao {N}guyen and {L}ong {B}ao {P}ham}, editor = {{T}u {A}nh {N}guyen}, language = {{ENG}}, abstract = {{C}hapter 11 looks at various legislation, policies and programmes that have fostered climate change adaptation over the last two decades in {V}iet {N}am. {W}e aim to introduce fundamental guiding principles for adaptation policies, and address the achievements and limitations in their implementation. {M}any significant results have already been attained in strengthening resilience and enhancing the adaptive capacity of communities, economic sectors and ecosystems; proactively responding to natural disasters, reducing natural disaster risks, and damage due to climate change. {H}owever, several critical limitations in policy implementation need to be addressed. {F}or example, the findings of our case studies in the {N}orth, the {C}entre and the {M}ekong {D}elta indicate a significant lack of technical and financial resources, capacity-building, and an integrated institutional scheme dedicated to climate change. {C}onsequently, short-term reactive responses often override proactive and preventive strategies, while only a few actions address structural drivers of vulnerability. {T}o advance the translation of adaptation policies into practice, we recommend the following actions: developing a system-based approach that integrates vulnerability and risk assessment as well as climatic and socio-economic uncertainty considerations into adaptation decision-making; adjusting adaptation policies to more sufficiently reflect both local context and the needs of vulnerable groups; mainstreaming adaptation into sectoral and local development planning; establishing an appropriate adaptation monitoring and evaluation system; promoting a holistic application of hard and soft adaptation measures; and strengthening the capacity of, and increasing financial and technical support for, all stakeholders.}, keywords = {{VIET} {NAM}}, booktitle = {{C}limate change in {V}iet {N}am, impacts and adaptation : a {COP}26 assessment report of the {GEMMES} {V}iet {N}am project}, numero = {}, pages = {501--532}, address = {{P}aris}, publisher = {{AFD}}, series = {}, year = {2021}, URL = {https://www.documentation.ird.fr/hor/fdi:010086221}, }
