@article{fdi:010085233, title = {{C}ontributing to collaborative health governance in {A}frica : a realist evaluation of the {U}niversal {H}ealth {C}overage {P}artnership}, author = {{R}obert, {E}. and {Z}ongo, {S}. and {R}ajan, {D}. and {R}idde, {V}al{\'e}ry}, editor = {}, language = {{ENG}}, abstract = {{B}ackground {P}olicy dialogue, a collaborative governance mechanism, has raised interest among international stakeholders. {T}hey see it as a means to strengthen health systems governance and to participate in the development of health policies that support universal health coverage. {I}n this context, {WHO} has set up the {U}niversal {H}ealth {C}overage {P}artnership. {T}his {P}artnership aims to support health ministries in establishing inclusive, participatory, and evidence-informed policy dialogue. {T}he general purpose of our study is to understand how and in what contexts the {P}artnership may support policy dialogue and with what outcomes. {M}ore specifically, our study aims to answer two questions: 1) {H}ow and in what contexts may the {P}artnership initiate and nurture policy dialogue? 2) {H}ow do collaboration dynamics unfold within policy dialogue supported by the {P}artnership? {M}ethods {W}e conducted a multiple-case study realist evaluation based on {E}merson's integrative framework for collaborative governance to investigate the role of the {P}artnership in policy dialogue on three policy issues in six sub-{S}aharan {A}frican countries: health financing ({B}urkina {F}aso and {D}emocratic {R}epublic of {C}ongo), health planning ({C}abo {V}erde, {N}iger, and {T}ogo), and aid coordination for health ({L}iberia). {W}e interviewed 121 key informants, analyzed policy documents, and observed policy dialogue events. {R}esults {T}he {P}artnership may facilitate the initiation of policy dialogue when: 1) stakeholders feel uncertain about health sector issues and acknowledge their interdependence in responding to such issues, and 2) policy dialogue coincides with their needs and interests. {I}n this context, policy dialogue enables stakeholders to build a shared understanding of issues and of the need for action and encourages collective leadership. {H}owever, ministries' weak ownership of policy dialogue and stakeholders' lack of confidence in their capacity for joint action hinder their engagement and curb the institutionalization of policy dialogue. {C}onclusions {D}evelopment aid actors wishing to support policy dialogue must do so over the long term so that collaborative governance becomes routine and a culture of collaboration has time to grow. {P}ublic administrations should develop collaborative governance mechanisms that are transparent and intelligible in order to facilitate stakeholder engagement.}, keywords = {{P}olicy dialogue ; {H}ealth ; {G}overnance ; {A}frica ; {C}ollaboration ; {D}evelopment ; aid ; {R}ealist evaluation ; {AFRIQUE} {SUBSAHARIENNE} ; {BURKINA} {FASO} ; {CAP} {VERT} ; {NIGER} ; {TOGO} ; {LIBERIA} ; {REPUBLIQUE} {DEMOCRATIQUE} {DU} {CONGO}}, booktitle = {}, journal = {{BMC} {H}ealth {S}ervices {R}esearch}, volume = {22}, numero = {1}, pages = {753 [ 19]}, year = {2022}, DOI = {10.1186/s12913-022-08120-0}, URL = {https://www.documentation.ird.fr/hor/fdi:010085233}, }
