@article{fdi:010080497, title = {{R}educing water withdrawals: the negotiation and implementation of environmental policy in the {D}urance {R}iver {B}asin, {F}rance}, author = {{L}aurenceau, {M}artin and {M}olle, {F}ran{\c{c}}ois and {G}rau, {M}.}, editor = {}, language = {{ENG}}, abstract = {{M}any parts of {E}urope are facing an increased risk of water scarcity and a potentially disastrous impact on freshwater ecosystems. {I}n line with the {W}ater {F}ramework {D}irective and the 2006 {W}ater {A}ct, {F}rance developed the {S}ustainable {W}ithdrawals {R}eform ({SWR}) in 2008, which aimed to restore a balance between the available water resources and people's needs across the country by 2017. {W}hile the literature has generally focused on the economics of e-flow policy instruments, few studies have analysed the politics of their implementation at the local level or how local interests and strategies influence the process. {I}nspired by the political sociology of policy instruments, and based on in-depth case studies in two catchments of the {D}urance {R}iver {B}asin (in southeast {F}rance), we argue that in order to achieve e-flows in such catchments, the {SWR} eventually encouraged new capital-intensive water transfers. {B}eyond their technical aspects, these infrastructure projects engender new hydro-social configurations by modifying irrigation technology and agricultural practices, as well as the spatial control of water. {T}he impact of these projects on the environment remains uncertain. {T}he discussion focuses on the role of key intermediaries and shows how the framing of negotiations leads certain stakeholders and issues to be excluded from the implementation process.}, keywords = {{D}urance {R}iver {B}asin ; e-flows ; {P}olicy instruments ; {W}ater allocation ; {W}ater transfers ; {FRANCE} ; {DURANCE} {BASSIN}}, booktitle = {}, journal = {{W}ater {P}olicy}, volume = {22}, numero = {6}, pages = {1217--1236}, ISSN = {1366-7017}, year = {2020}, DOI = {10.2166/wp.2020.112}, URL = {https://www.documentation.ird.fr/hor/fdi:010080497}, }
