@article{fdi:010078197, title = {{I}mplementation of healthy food environment policies to prevent nutrition-related non-communicable diseases in {G}hana : national experts' assessment of government action}, author = {{L}aar, {A}. and {B}arnes, {A}. and {A}ryeetey, {R}. and {T}andoh, {A}. and {B}ash, {K}. and {M}ensah, {K}. and {Z}otor, {F}. and {V}andevijvere, {S}. and {H}oldsworth, {M}ichelle}, editor = {}, language = {{ENG}}, abstract = {{N}utrition-related non-communicable diseases ({NR}-{NCD}s) are a global health problem, increasingly recognised as driven by unhealthy food environments. {Y}et little is known about government action to implement food environment-relevant policies, particularly in low-and lower-middle income countries. {T}his study assessed government action, implementation gaps, and priorities to improve the food environment in {G}hana. {U}sing the {H}ealthy {F}ood-{E}nvironment {P}olicy {I}ndex ({F}ood-{EPI}), a panel comprising government and independent experts (n = 19) rated government action to improve the healthiness of food environment in {G}hana against international best practices and according to steps within a policy cycle. {F}orty-three good practice indicators of food environment policy and infrastructure support were used, with ratings informed by systematically collected evidence of action validated by government officials. {F}ollowing the rating exercise, the expert panel proposed and prioritized actions for government implementation. {T}hree-quarters of all good practice indicators were rated at `low'/`very little' implementation. {R}estricting the marketing of breast milk substitutes was the only indicator rated "very high". {O}f ten policy actions prioritized for implementation, restricting unhealthy food marketing in children's settings and in the media were ranked the highest priority. {P}roviding sufficient funds for nationally-relevant research on nutrition and {NCD}s was the highest priority infrastructure-support action. {O}ther priority infrastructure-support actions related to leadership, monitoring and evaluation. {T}his study identified gaps in {G}hana's implementation of internationally-recommended policies to promote healthy food environments. {N}ational stakeholders recommended actions, which will require legislation and leadership. {T}he findings provide a baseline for measuring government progress towards implementing effective policies to prevent {NR}-{NCD}s.}, keywords = {{H}ealthy food environment ; {P}olicy implementation ; {O}besity ; {N}utrition-related non-communicable diseases ; {P}olicy ; {L}ower-middle {I}ncome country ; {GHANA}}, booktitle = {}, journal = {{F}ood {P}olicy}, volume = {93}, numero = {}, pages = {art. 101907 [12 p.]}, ISSN = {0306-9192}, year = {2020}, DOI = {10.1016/j.foodpol.2020.101907}, URL = {https://www.documentation.ird.fr/hor/fdi:010078197}, }
