  abstract = {{T}he {Q}uintana {R}oo {T}erritory in southeast {M}exico on the border with {B}elize, was established in 1902. {I}n this peripheral region, population plays an instrumental role with respect to strategic issues of sovereignty and national identity. {D}rawing on a historical sociological approach, this article examines the racialization of immigration policies, introduction of measures for integration and development of the region, and negotiations between the central government ({M}exico) and the capital of {Q}uintana {R}oo {T}erritory ({P}ayo {O}bispo, {C}hetumal). {I}t focuses on the population politics entailed in the emergence of a new political and administrative entity at the margins of the nation and relocates {M}exico at the heart of postslavery migrations. {A}n analysis of the case of the "black foreigner" demonstrates the ways that a non-{I}ndian otherness intervenes in concepts of and reflections on the nation, mestizaje, and race.},
