  abstract = {{T}he 2030 {A}genda and the transition from the {MDG}s to the {SDG}s focus on the quality of institutions,
governance, peace and security ({GPS}). {T}his renewed interest drove a pressing need for measurement,
monitoring and evaluation in developing countries and rich countries. {S}uch are the aims of {SDG}16 at global
level and {A}genda 2063 ({A}spirations 3 and 4) in {A}frica. {T}his working paper describes and analyses eight
dimensions of governance drawn from {GPS}-{SH}a{SA} initiative household surveys ?{G}overnance, {P}eace and
{S}ecurity? in nine {S}ub-{S}aharan {A}frican countries. {T}hose dimensions are: {N}on-discrimination and equality;
{P}articipation in political and public affairs; {O}penness; {A}ccess to and quality of justice; {R}esponsiveness
and satisfaction with services; {A}bsence of corruption; {T}rust in institutions; {S}afety and security. {T}his
document helps populating with empirical evidence the {UN} {H}andbook on governance statistics,
developed under the auspices of the {P}raia {G}roup on {G}overnance {S}tatistics.},
