@article{PAR00008811, title = {{W}hy are there so few cooperative agreements between farmers and water services in {F}rance ? {W}ater policies and the problem of land use rights}, author = {{G}arin, {P}atrice and {B}arraque, {B}.}, editor = {}, language = {{ENG}}, abstract = {{O}ne of the recurrent shortcomings of water policy in {F}rance is the control of diffuse agricultural pollution. {N}umerous lacunae and incoherencies in the {F}rench {R}ural, {P}ublic {H}ealth, and {E}nvironmental {C}odes have hindered the effective implementation of efficient protection measures. {I}n this paper, we underline the extent to which these incoherencies have hampered the emergence of cooperative agreements ({CA}s) between farmers and drinking water service providers. {T}he theoretical framework of institutional resource regimes ({IRR}s) provides a key to understanding the failure of public policy to impose restrictions on agricultural land use rights and to encourage voluntary arrangements concerning agricultural practices. {T}he {IRR} framework was applied before 2005 to 12 cases of public attempts to negotiate a reduction in polluting practices. {O}ur study enabled us to characterise the lack of extent and coherence of the water sector's {IRR} in {F}rance. {S}ince 2005, regulatory changes have extended the scope of this {IRR} with a view to making water, agriculture and health policies more coherent. {W}e discuss the complexity of the new approach, and question its capacity to mobilise the actors concerned around the territorial reorganisation of agriculture aimed at reducing diffuse pollution.}, keywords = {drinking water ; diffuse pollution ; cooperative agreement ; institutional ; resources regimes}, booktitle = {}, journal = {{I}rrigation and {D}rainage}, volume = {61}, numero = {1}, pages = {95--105}, ISSN = {1531-0353}, year = {2012}, DOI = {10.1002/ird.1657}, URL = {https://www.documentation.ird.fr/hor/{PAR}00008811}, }
