Despite their differing contexts, these projects share many similarities; a large number of actors were involved, they were conducted over a lengthy period (three years), and their approach (research action) and the lessons learned were the same. The study is also the reflection of a synthesis workshop held in Brussels on 31 May 2006, in the presence of representatives of several member states, the European Commission and the projects' main protagonists.
