Despite their differing contexts, these projects share many similarities; a large number of actors were involved, they were conducted over a lengthy period (three years), and their approach (research action) and the lessons learned were the same. The study is also the reflection of a synthesis workshop held in Brussels on 31 May 2006, in the presence of representatives of several member states, the European Commission and the projects' main protagonists. The workshop addressed the recommendations for actions included in the case study. %$ 095DEVEL
