  abstract = {{T}his study describes two evaluation projects with a common aim: to assess publicly-funded initiatives implemented in {R}ussia and {M}orocco. {D}espite their differing contexts, these projects share many similarities; a large number of actors were involved, they were conducted over a lengthy period (three years), and their approach (research action) and the lessons learned were the same. {T}he study is also the reflection of a synthesis workshop held in {B}russels on 31 {M}ay 2006, in the presence of representatives of several member states, the {E}uropean {C}ommission and the projects' main protagonists. {T}he workshop addressed the recommendations for actions included in the case study.},
