State intervention in the fishery sector is characterized by a modernist typeideological model unable to take into account the real dynamics of the fishery system. The Senegalese demersal hand-line fishery is a perfect illustration, which shows that anay technical innovation or improvment of the production system should take into account the economic and social context. In this paper, the historical background of a "hand-liner" project is described, followedby an analysis of the fishery to determine the causes of the failures of state intervention. (Résumé d'auteur)
