In the past a mystical ancestral system set out the defined fishing methods and controlled the communal management of fish movements, by reference to the water spirits and ancestors. Nowadays, there are conflicts over management of the fishing grounds (access, controls), which is controlled by relationships between various groups of fishermen and national government authorities. Interpretations based on tradition and on national law intermingle, defining new "rights". But ethical values are not lacking. This "fisheries situation" leads to new interpretations of fishing and social dimensions, linked to systems of authority. The situation is, in a fashion obviously very different from the traditional system, one of the main production factors.
