Because of the special properties of renewable resources, a match between individual and social optima is exceptional. This results in difficulties in applying a global and uniform approach to subsidies offered to small-scale fisheries. A classification has been drawn up, based on the analysis of subsidies to small-scale fisheries in seventeen developed countries, depending on the objectives of the subsidies. The effects of subsidies on the main relevant variables in the fisheries sector are evaluated. Stock levels, values of landings, debt repayment, individual profits, costs of production, productivity surplus and its distribution and the development of international trade are taken into amount.
