@article{fdi:010078485, title = {{S}eamounts, plateaus and governance issues in the southwestern {I}ndian {O}cean, with emphasis on fisheries management and marine conservation, using the {W}alters {S}hoal as a case study for implementing a protection framework}, author = {{M}arsac, {F}rancis and {G}alletti, {F}lorence and {T}ernon, {J}ean-{F}ran{\c{c}}ois and {R}omanov, {E}.{V}. and {D}emarcq, {H}erv{\'e} and {C}orbari, {L}. and {B}ouchet, {P}. and {R}oest, {W}.{R}. and {J}orry, {S}.{J}. and {O}lu, {K}. and {L}oncke, {L}. and {R}oberts, {M}.{J}. and {M}{\'e}nard, {F}r{\'e}d{\'e}ric}, editor = {}, language = {{ENG}}, abstract = {{T}here is a growing interest in the management of seamounts of the {S}outhwestern {I}ndian {O}cean ({SWIO}) both in waters under national jurisdictions and in the {A}reas {B}eyond {N}ational {J}urisdiction ({ABNJ}). {N}ew scientific knowledge has been gathered through various oceanographic cruises during the past decade, and new agreements are under consideration globally to promote conservation and sustainable use of the biodiversity in the {ABNJ}, where the deep sea ecosystems associated with seamounts are a growing matter of concern. {SWIO} seamounts have attracted the interests of fishers since the 1960s, and contracts for mining exploration have been granted recently. {S}eamounts are known to shelter rich, fragile and poorly resilient ecosystems whose important ecological functions are threatened by various anthropogenic pressures. {W}hereas many seamounts and shoals are located in national waters, many others fall in the {ABNJ}, with no current legal status per se. {T}o ensure conservation of their habitats and biodiversity, it is essential that protection measures are instigated under an internationally recognized legal and institutional framework. {I}n this paper, we review the current state of such a framework relevant to seamounts, with emphasis on fisheries and conservation in the {SWIO}. {A}n emblematic seamount, the {W}alters {S}hoal, is selected as a case study to discuss how it could become a fully-protected space in the {ABNJ}. {A}s a large part of the {SWIO} is under the mandate of the {N}airobi {C}onvention (as a {R}egional {S}ea under the auspices of {UNEP}), guidelines are proposed to encourage dedicated seamount governance within the framework of this {C}onvention}, keywords = {{MADAGASCAR} ; {MASCAREIGNES} ; {OCEAN} {INDIEN} ; {SAYA} {DE} {MALHA}}, booktitle = {}, journal = {{D}eep-{S}ea {R}esearch {P}art {II}.{T}opical {S}tudies in {O}ceanography}, volume = {176}, numero = {}, pages = {art. no 104715 [12 ]}, ISSN = {0967-0645}, year = {2020}, DOI = {10.1016/j.dsr2.2019.104715}, URL = {https://www.documentation.ird.fr/hor/fdi:010078485}, }
