@article{fdi:010067668, title = {{D}esigning a new science-policy communication mechanism for the {UN} {C}onvention to {C}ombat {D}esertification}, author = {{A}khtar-{S}chuster, {M}. and {A}miraslani, {F}. and {M}orejon, {C}. {F}. {D}. and {E}scadafal, {R}ichard and {F}ulajtar, {E}. and {G}rainger, {A}. and {K}ellner, {K}. and {K}han, {S}. {I}. and {P}ardo, {O}. {P}. and {S}auchanka, {U}. and {S}tringer, {L}. {C}. and {R}eda, {F}. and {T}homas, {R}. {J}.}, editor = {}, language = {{ENG}}, abstract = {{T}he {U}nited {N}ations {C}onvention to {C}ombat {D}esertification ({UNCCD}) has lacked an efficient mechanism to access scientific knowledge since entering into force in 1996. {I}n 2011 it decided to convene an {A}d {H}oc {W}orking {G}roup on {S}cientific {A}dvice ({AGSA}) and gave it a unique challenge: to design a new mechanism for science-policy communication based on the best available scientific evidence. {T}his paper outlines the innovative modular mechanism' which the {AGSA} proposed to the {UNCCD} in {S}eptember 2013, and how it was designed. {F}ramed by the boundary organization model, and an understanding of the emergence of a new multi-scalar and polycentric style of governing, the modular mechanism consists of three modules: a {S}cience-{P}olicy {I}nterface ({SPI}); an international self-governing and self-organizing {I}ndependent {N}on-{G}overnmental {G}roup of {S}cientists; and {R}egional {S}cience and {T}echnology {H}ubs in each {UNCCD} region. {N}ow that the {UNCCD} has established the {SPI}, it is up to the worldwide scientific community to take the lead in establishing the other two modules. {S}cience-policy communication in other {UN} environmental conventions could benefit from three generic principles corresponding to the innovations in the three modules joint management of science-policy interfaces by policy makers and scientists; the production of synthetic assessments of scientific knowledge by autonomous and accountable groups of scientists; and multi-scalar and multi-directional synthesis and reporting of knowledge.}, keywords = {{L}and degradation ; {S}cience and technology studies ; {S}cience-advisory bodies ; {G}lobal environmental governance ; {S}cientific autonomy ; {S}cience-policy interface}, booktitle = {}, journal = {{E}nvironmental {S}cience and {P}olicy}, volume = {63}, numero = {}, pages = {122--131}, ISSN = {1462-9011}, year = {2016}, DOI = {10.1016/j.envsci.2016.03.009}, URL = {https://www.documentation.ird.fr/hor/fdi:010067668}, }
