  abstract = {{T}his working paper presents the proceedings of an international workshop on water policies, held on {J}anuary 2016 in ({D}elhi) and brought together 25 participants. {I}t was supported by a number of partners ({C}entre for {P}olicy {R}esearch, {C}entre de {S}ciences {H}umaines, {I}nstitut {F}ran{\c{c}}ais of {P}ondicherry, {UMI} i-{GLOBES} {CNRS}/{U}niversity of {A}rizona, {ANR} {ENGIND}, {ANR} {BLUEGRASS}, {I}ndo {F}rench {W}ater {N}etwork et {I}nstitut de recherche pour le {D}{\'e}veloppement). {T}he research focused on comparisons between different case studies in a range of countries ({USA}, {K}enya, {S}outh {A}frica, {M}orocco, {M}exico, {F}rance and {I}ndia), adopting an approach situated at the crossroads of geography and sociology. {T}his international dimension proves particularly appropriate for a study of ‘water regimes’ as is consubstantial to their development: beyond the models often identified as “national’, from the 19th century onwards, we can identify rationales of transfer involving knowledge, expertise, skills and trained agents. {F}rom the beginning of the 20th century these models have to be included in the complexity of potential circulations: {N}orth-{S}outh transfers, as well as {S}outh-{N}orth and {S}outh-{S}outh transfers. {T}he workshop covered the following topics: water regime transformations, situations where dominant doxa is challenged, the socio-historic transformations of the ‘{H}ydrocracies’ with emergence of a new generation of water professionals.},
