The need for an effective integration of MPAs and fisheries management in least-developed countries (LDCs) is commensurate with the significant territorial stakes raised by their extensive maritime domain. In the LDCs, this effective integration seems particularly difficult to achieve because of the fishery and governance context marked by a population densification and increased mobility of small-scale fishers, an uncontrolled development of small-scale commercial fisheries but also of illegal large-scale fisheries, and lastly by the multiplicity of informal or formal micro-institutions or the overlapping or intertwining management structures. A review of the literature on fisheries and MPAs governance, linked to an FAO Fisheries and Aquaculture Department initiative, showed the necessity of an adequate analytical framework to make possible the characterization of complex governance systems taking into account the LDCs specificities. In most cases, this characterization highlights the difficulties relating to the harmonization of legal, institutional and administrative frameworks that make arrangements more complex, in particular for the enforcement of regulations, monitoring and evaluation, control and surveillance. But, even in LDCs affected by a lack of financial resources, case studies confirm that some attempts to harmonize those frameworks are made possible. In this context, this presentation will discuss the advantages of a participative governance for reducing the divide between fisheries management and MPAs and the modalities for organizing such systems.
