  abstract = {{T}his article provides an empirical multi-disciplinary strategy that enables to identify prevalence-elastic behaviours influencing the possession of mosquito nets and to assess the relative performance of health centers in promoting the possession of nets in {D}emocratic {R}epublic of {C}ongo ({DRC}). {W}e use a household survey conducted in 2009 in {H}aut {K}atanga, {DRC}. {W}e combine these data with estimates on malaria prevalence from the {M}alaria {A}tlas project. {R}esults show that households behave rationally with respect to the disease, meaning that the cause for a low possession of nets should be found elsewhere. {T}hey also show that health centers are not the most effective in promoting possession of bed nets, in areas where they are most needed for malaria control.},
